Action to cut level crossing deaths
21 January 2014 Last updated at 07:46 GMT
A total of 10% of Britain's level crossings have been closed since 2010, as part of a £130 million programme by Network Rail to improve safety.
More than 700 crossings have been closed and money has been spent on power-operated gates and electronic warning systems.
Despite the improvements 10 people were killed on level crossings last year.
Andy Moore reports.
