Tourist boat capsizes in Andaman Sea, 'killing 21'

A tourist boat has sunk off India's Andaman and Nicobar Islands in the Bay of Bengal, with the loss of 21 lives, an official says.

The boat, Aqua Marine, reportedly capsized around 16:00 local time (09:30 GMT) on Sunday.

Senior local official P Jawahar says 13 people have been rescued and taken to hospital, but a further nine people remain unaccounted for.

The boat sank off Port Blair, the capital of the islands, reports said.

An investigation is studying the cause of the sinking.

Big Burns supper Crowds turned out on Saturday to watch the parade make its way through the streets of Dumfries

A procession lit up by 1,000 lanterns drew crowds to the streets of Dumfries on Saturday as part of its Big Burns Supper celebrations.

Performers, dancers and musicians took to the streets in the centrepiece homecoming carnival event.

More than 30 groups and organisations took part in the parade, accompanied by floats and huge puppets.

Big Burns Supper director Graham Main described the occasion as "truly spectacular".

"What blew me away was seeing so many people coming out to support the arts," he said.

"There were rugby players, the Dumfries and Galloway Special Olympics team and our local LGBT group alongside medieval re-enactors, schoolchildren, and pipe and samba bands.

"And as the procession passed the statue of Robert Burns the Big Burns Supper chair, Maureen Farrell, stopped to lay a bunch of red roses."

Mr Main said the "costumes, colour, music and enthusiasm" had been "incredible".

"It was brilliant to have so many people out on the streets to celebrate Burns Night," he said.

Robert Burns spent the final years of his life in Dumfries where he wrote some of his most famous works.

The three-day festival in his honour is now in its third year.


Cuaron wins Directors Guild prize

Gravity film-maker Alfonso Cuaron has picked up the top film honour from the Directors Guild of America (DGA).

The prestigious win for the space disaster drama could give Cuaron the edge at March's Academy Awards.

In the DGA's 65-year history, the winner has only failed to also pick up the best director Oscar seven times.

Accepting the award, Cuaron said: "What you cannot see from up there (in space) is this bizarre experiment of nature that is the human experience.

"That experiment is what directors try to sort out with our films. Thankfully, that experience is as diverse as the films as these film-makers make.''

Cuaron also thanked his son and Gravity co-writer Jonas Cuaron.

Bryan Cranston Bryan Cranston played the lead role in Breaking Bad

Cuaron's film saw off competition from Paul Greengrass's piracy film Captain Phillips, Steve McQueen's historical drama 12 Years a Slave, David O Russell's 1970s crime caper American Hustle and Martin Scorsese's black comedy The Wolf of Wall Street.

Other than the Writers' Guild Awards on 1 February, there are no more major US awards before the Oscars, which take place on 2 March. The UK's Bafta awards take place in London on 16 February.

Recent awards, including the Golden Globes and the Producers' Guild Awards, have seen a split in honours between Gravity, 12 Years a Slave and American Hustle.

Gravity and American Hustle lead the Oscar nominations with 10 nods apiece. 12 Years A Slave has nine nominations.

Other DGA winners included Jehane Noujaim, who won the documentary prize for The Square, about the Egyptian uprising that began in 2011. The film was acquired by subscription service Netflix last year.

"I'm very humbled and very grateful,'' said Noujaim.

"This film is the most deeply personal film I've made, watching my country change before me when I never thought change was possible. It redefined my understanding of what was possible."

Steven Soderbergh's Behind the Candelabra mirrored its Golden Globes success by winning the best TV movie or mini-series. The film stars Michael Douglas and Matt Damon as flamboyant pianist Liberace and his partner Scott Thorson respectively.

Soderbergh, who was once a first vice-president of the Directors' Guild, was also honoured with the Robert B Aldrich Award for his services to the organisation.

"Sometimes you feel empty, and you're just overwhelmed and you look and see how willing your team is to carry you forward, and you get an extra burst of energy, and you keep going,'' he said.

Breaking Bad creator Vince Gilligan won his first DGA award for the series finale of the hit drama.

Other winners included Beth McCarthy-Miller for 30 Rock (best comedy series) and Don Roy King for Saturday Night Live (best variety series).

The awards took place at the Hollywood and Highland complex in Los Angeles, hosted by Glee actress Jane Lynch - the first woman to present the ceremony.

Non-league player sacked after confronting fan

A non-league player has been sacked by his club for trying to punch a fan - 19 years to the day after Eric Cantona's famous kung-fu kick on a supporter.

Goole captain Karl Colley, a former Newcastle United trainee, was sent off for a tackle in their Northern Premier League First Division South game with Coalville Town.

He then reacted angrily to chanting from away fans and aimed a punch at one after initially being held back by staff, including Goole assistant Curtis Woodhouse, the professional boxer and ex-Premier League footballer.

The East Yorkshire club sacked the 30-year-old defender immediately after the match, which they lost 3-0.

The Football Association has said it will look into the incident.

A Coalville fan told BBC 606: "The Goole captain has just gone ballistic. He got sent off, it was a bad tackle. I think he knew he was going to be sent off. There was a melee with the players.

"He threw the captain's armband on the floor. Coalville fans started singing at him - nothing malicious in what they were singing. He threw open the black gate and ran up and tried to hit one of our fans. Luckily the punch missed.

"The Goole officials, fair play, are trying to stop him."

Woodhouse said on Twitter:   "I'm gutted for him, he's a nice kid but you can't go off like that, he knows that. I don't condone or make excuses for today, it was wrong on many levels."

Goole, managed by former Birmingham defender David Holdsworth, sit 14th in the division - four below the Football League.

A club statement read: "After the deplorable incident at today's home game against Coalville Town, we can confirm that the player responsible has been released by the club.

"The club acted quickly and decisively and released the player with immediate effect and as such the player in question will never play for our football club again."

In 1995, Manchester United's Cantona lashed out at a Crystal Palace fan after being sent off, claiming the supporter shouted racial insults and threw a missile at him. He was banned from football for nine months and fined £20,000.

About 1,000 people have marched against plans to centralise specialist care for babies born in west Wales.

The changes would mean that the special care baby unit at Withybush hospital in Haverfordwest, Pembrokeshire, would close.

Hywel Dda health board said the changes - announced by the health minister on Tuesday - would provide a better level of care.

But protest leaders said the "foolish" plans would put lives at risk.

Opponents marched through Haverfordwest on Sunday morning to voice their concerns.

Chris Overton, the chair of the Save Withybush Action Team (SWAT), said the turnout showed the strength of feeling, adding it was "unbelievable" that Health Minister Mark Drakeford thought the new system would be a safe service.

"I've coined a new phrase, the 'Sutton test' - after Kate Sutton from Johnston near Haverfordwest who lost her baby and nearly died herself," he said.

"I ask whether someone in a similar position will be safe when the new system is in place. I don't think they would be.

"I think everyone is concerned more and more across the county that these services are going to be cut."

Mr Overton, who is a consultant obstetrician at Withybush, said of the health board's plans: "They are making a very foolish mistake and people are going to lose their lives."

Panel of experts

The changes are part of a reorganisation by the health board.

Under the proposed new system, doctors in Carmarthen will provide specialist care, with other hospitals eventually providing a midwife-led service.

Bronglais hospital in Aberystwyth will become a midwife-led maternity unit, although during the transition period it will also retain some consultants.

The plans were initially revealed a year ago by the health board but were vetoed by the local patients watchdog over concerns that closing the special care baby unit in Haverfordwest could put lives at risk.

That meant Mr Drakeford had to step in to review the decision himself, and he has taken advice from a panel of experts.

The panel advising Mr Drakeford indicated providing special baby care units across the health board was "neither safe nor sustainable".

Last week the minister said the interim measures included developing an all-Wales round-the-clock emergency transport service for mothers and babies needing urgent care.

At the time Hywel Dda Health Board medical director Sue Fish said: "The neonatal unit in Glangwili (Carmarthen) will provide a level of care that we currently don't have available for any of our babies [born] within Hywel Dda.

"They currently have to go outside the area, so they would be able to have their care nearer to home than they would do otherwise."

SWAT has already applied for a judicial review of plans at Withybush hospital and a decision on that is due "by the end of February", Mr Overton said.

The Foreign Secretary William Hague told Andrew Marr there is a case for the UK helping Syrian refugees which are "particularly vulnerable to violence".

Hague said that the Prime Minister and the Home Secretary Theresa May were working on the details of a scheme which would allow Syrian refugees to come to the UK but would not be drawn on which groups of people would be deemed most in need of help.

Speaking as talks between the regime and opposition groups continued in Geneva, he added the most important thing the UK could do to help Syrians was to continue to provide aid on the ground.

Japanese police have arrested a factory worker at a plant that produced food laced with pesticide, which led to hundreds of people being poisoned.

More than six million packages of frozen food were recalled.

Maruha Nichiro Holdings announced earlier this month it was recalling products after some were found to contain high levels of malathion.

The pesticide is used in farming, gardening and for killing fleas.

Up to 2,800 people reported symptoms after eating the products, which included pizza and chicken nuggets, manufactured at a factory in Gunma prefecture, north of Tokyo.

Police say they arrested Toshiki Abe, 49, a worker at the subsidiary of Maruha where the tainted food was found, on Saturday.

He is suspected of putting the pesticide in frozen foods at Aqlifoods's Oizumi plant in Gunma on four occasions last October.

Mr Abe has denied the charges, police say.

Maruha, which has received hundreds of thousands of phone complaints, issued public apologies in full-page ads in newspapers and warn people not to eat any of the possibly tainted food.

Chris Porter put the Blades on course for a shock after diverting Harry Maguire's shot past David Stockdale.

But the hosts had Michael Doyle sent off for an off-the-ball kick at Muamer Tankovic early in the second half.

Fulham equalised through Hugo Rodallega's low drive before Philippe Senderos headed against the bar.

Syrian government and opposition delegations are discussing prisoner releases on their second day of face-to-face peace talks in Geneva.

On Saturday the talks focused on safe routes for aid convoys into besieged parts of the city of Homs.

UN mediator Lakhdar Brahimi called the discussions a "good beginning".

He said the issues being discussed were a prelude to tackling the key question of establishing a transitional government for Syria.

But the talks have yet to produce any of the confidence-building agreements that that it was hoped might pave the way for discussion later in the week of such wider issues.

The opposition says the government side is stalling over the issue of aid to Homs.

But Syrian presidential adviser Bouthaina Shaaban told the BBC on Sunday it was not the Syrian government preventing aid and medical assistance reaching people, "it is terrorists who are holding civilians as human shields".

Of the prisoner issue, she said: "We have thousands of people who have been kidnapped in Syria and whose families do not know their fate. We want to see who do they have and whether they can set any of those people free."

She added: "I am optimistic in the sense that I know that our delegation... is going to try its utmost to stop this terrorism in Syria, to try and restore peace and security to Syria and then to launch a political process that the Syrian people want.

"But these people really don't represent the opposition. We can't discuss the future of Syria with a small group of people who we doubt, who do they represent."

Monzer Akbi, chief of staff to the president of the opposition National Coalition, accused the government of systematically torturing tens of thousands of people.

"Today, as we are seeking the end of the nightmare of our country, there are thousands of families are wondering where their loved ones are, their children, their sons, wives, fathers, brothers, sisters.

"They have been kidnapped by the regime police forces and they don't know where they are.

"They are crying every day wondering if they are being tortured and they look like that pictures that we saw a few days ago. This is what is being discussed now and negotiated on the table."

Mr Brahimi said he was trying to build confidence by broaching humanitarian issues first.

"We are moving in half-steps," he said, adding that by trying to make progress on humanitarian issues, he was aiming to "create an atmosphere" that would eventually enable advances on the 2012 Geneva I communique, which set out a blueprint for peace talks.

'Civilised discussions'

In the first meeting, the two delegations filed in through separate doors into one room in the UN Geneva Headquarters, and sat down at the same U-shaped table, but said nothing to each other.

Mr Brahimi said another two-hour meeting had taken place in the afternoon.

He admitted no direct words had been exchanged but said the two sides were "talking through me to one another.

Syria's civil conflict has claimed well over 100,000 lives since it began in 2011.

The violence has also driven 9.5 million people from their homes, creating a major humanitarian crisis within Syria and for its neighbours.

The opposition and government are fundamentally divided over the aims of the conference.

The government delegation has said the main issue of the talks is finding a solution to foreign-backed "terrorism", by which it means the whole of the armed opposition.

The opposition, however, had insisted that the regime commit in writing to the Geneva I communique, which called for a transition process.

The communique urged Syria to form a transitional governing authority that "could include members of the present government and the opposition and other groups".

A medical charity is calling for the Northern Ireland health minister to outlaw the sale of electronic cigarettes to people under 18 years.

Andrew Dougal, of NI Chest Heart and Stroke, said e-cigs contained nicotine "which is a most powerful drug, more addictive than heroine".

He said only adult smokers who have tried all other supports should begin to think about the use of e-cigs.

A ban is to be imposed on the sale of e-cigs to under-18s in England.

Mr Dougal said: "The NI Chest Heart and Stroke is convinced that only adult smokers who have tried all other supports, e.g. nicotine replacement therapy, should begin to think about the use of e-cigs.

"Their use should be only in the short term with a goal of being nicotine-free and smoke-free at the earliest stage.

"The public health minister in England has today announced that the government will amend the Children and Families Bill now being debated at Westminster," he said.

"In the interests of the efficient and effective management of legislation, the Northern Ireland Executive and Northern Ireland Assembly might chose to utilise this bill to enforce these safeguards in Northern Ireland at a much earlier time."

Routes across Scotland are being affected by wind, rain and snow after the Met Office issued several Yellow "Be Aware" warnings.

Forecasters said wet and windy weather would be widespread on Sunday, with snow falling at higher levels.

Traffic Scotland said a number of routes had been hit by flooding and snow while strong winds saw some bridges shut to high-sided vehicles.

A forecast has also been issued of strengthening winds.

Traffic Scotland has reported problems across the country.

It said the snow gates on the A93 between Braemar and Spittal of Glenshee had been closed.

The Friarton and Skye Bridges were closed for a time to high-sided vehicles and surface water has been causing problems on routes in Dumfries and Galloway and Strathclyde.

Near Stirling, the A809 was closed due to flooding between Strathendrick Golf Course and the B834 while in North Ayrshire the A760 Dalry Road was also shut between Largs Golf Club and Kilbirnie.

Sepa has flood alerts in place covering Argyll and Bute, Ayrshire and Arran and West Central Scotland.

BBC Scotland weather presenter Christopher Blanchett said: "As the rain bumps into cold air, it will fall as snow on ground above 200m during the morning. So a few centimetres of snow could be seen on the very highest parts of major trunk roads; such as the M8, M77 and M74, as well as the A702.

"Above 300m we could see more than 10cm of snow during Sunday morning, meaning potentially hazardous conditions on the highest sections of the A9 and A82.

"Other smaller roads, which are higher still, could see up to 20cm of snow with blizzard conditions as the wind strengthens."

Although most lower-level areas including major towns and cities will see rain, heavier bursts could bring temporary sleet deposits.

Winds could also bring problems, with a strong to gale-force south easterly.

Around the coastline, the wind will strengthen to severe gale-force after midday, with storm force gusts of up to 80mph possible across the Western Isles and Northern Isles, which may impact on ferry sailings.

Christopher added: "For next week, cold air looks likely to set in from the East, as the low pressure sinks south across the UK. This opens us up to direct winds from the near Continent, feeding in much colder air.

"As this air travels over the North Sea, it will pick up moisture leading to the possibility of a few wintry flurries across eastern parts of the mainland.

"However, areas further west should remain dry and cold with only rain showers."

A "mini-tornado" brought down trees, damaged property and even lifted cats in the air, an eye-witness has said.

People living in Chobham in Surrey said the wind hit the area at about 17:00 GMT on Saturday.

The storm is also reported to have swept through Sussex, from Midhurst, Petworth and Fittleworth to Crawley.

UK Power Networks said about 13,000 customers were left without power in Kent, Sussex and Surrey after storms on Saturday.

On Sunday, the firm's spokesman said the number had been "significantly reduced", although about 1,100 customers were still affected.

Fire crews from East and West Sussex said they took dozens of weather-related calls on Saturday afternoon and early evening.

Surrey Fire and Rescue said its control room took a series of calls reporting fallen trees and damaged roofs across the county.

Feral cats

Shirley Blay, who keeps horses at the Jolly Blossom Stables on Station Road, Chobham, said: "It was a mini-tornado, I can't describe it as anything less.

"It started with very heavy rain, hailstones and very strong wind and all of a sudden, the wind was very, very strong, to the point of lifting roofs.

"Stable roofs were shaking and lifting and my granddaughter went to make some food up for the pony and the shed she was in lifted.

"She jumped out of it and it just shattered, it was thrown backwards and broke into four pieces.

"We've got four feral cats in the yard and they were being lifted off the ground - about 6ft off the ground - they just went round like a big paper bag."

She said the people and animals who were caught up in the tornado were uninjured.

Home damaged in petrol bomb attack

County Tyrone home damaged in petrol bomb attack

A family home has been damaged in a petrol bomb attack in Coalisland, County Tyrone.

The house in Inishmore Park was attacked at about 22:30 GMT on Saturday. No-one was at home at the time.

Three men believed to be involved in the attack made off in a white car in the direction of Washingbay Road.

The MP for Mid-Ulster, Francie Molloy, condemned the attack, saying there could be "no justification whatsoever".

"The fact that a family could have been in this particular house and could have been burned to death - we could be facing a situation of multiple deaths," Mr Molloy said.

The Sinn Féin MP added that he believed a family from the travelling community lived in the house.

Police have appealed for anyone who witnessed the incident or who has information about it to contact them.
